CALIFORNIA ENVIRONMENTAL QUALITY ACT 

The California Environmental Quality Act (“CEQA”) is the state law that requires the City to evaluate and document the potential environmental consequences of discretionary decision.  (See, California Public Resources Code Sections 21000-21189.3; and the “CEQA Guidelines” at California Code of Regulations Title 14, Division 6, Chapter 3, Sections 15000-15387).  For each item that requires a CEQA determination by the City Council, there is a reference to that determination on this agenda, and more information regarding the CEQA analysis is included in the documents that accompany this agenda.  To the extent that City staff determines that particular items are not subject to CEQA, there will be no indication of a CEQA action on this agenda.

APPROVAL OF READING BY TITLE AND WAIVER OF READING IN FULL OF ORDINANCES ON THIS AGENDA
Recommendation: Approve the reading by title and waive the reading in full of all Ordinances on the agenda.
b.
REVIEW AND APPROVE THAT THE WARRANTS, AS CERTIFIED BY THE CITY/AGENCY TREASURER, ARE ALL CORRECT, JUST, AND CONFORM TO THE APPROVED BUDGET FOR FISCAL YEAR 2022-23
Recommendation: Approve the Warrants as certified by the City/Agency Treasurer.

QUARTERLY CITY PROJECTS PROGRESS REPORT
Recommendation: Receive report and provide direction, as needed.   
d.
ACCEPT THE FISCAL YEAR 2021-22 PUBLIC ART PROJECT, "THE KNOT,” AND DIRECT THE CITY CLERK TO FILE A NOTICE OF COMPLETION
Recommendation: Accept the Fiscal Year 2021-22 Public Art Project “The Knot” project and direct the City Clerk to file a Notice of Completion.

REQUEST FOR APPROPRIATION OF FUNDS FOR THE ADELLA AND YNEZ, AND SILVER STRAND UNDERGROUNDING PROJECTS
Recommendation: Appropriate $100,000 from Fund 160-CDA Loan Fund for the Adella and Ynez Undergrounding project for the preparation of additional plans and documents, and related requirements necessary to bid the project for construction.  Appropriate $200,000 from Fund 160-CDA Loan Fund for the Silver Strand Undergrounding project for the preparation of additional plans and documents, environmental analysis, permitting/easement/ownership research and document preparation, and any other requirements needed in order to have a design finalized project eligible for potential grant funding opportunities.  
f.
ADOPTION OF “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CORONADO, CALIFORNIA, AUTHORIZING THE RECEIPT AND APPROPRIATION OF FISCAL YEAR 2022-23 RIDE TO LIVE MOTORCYCLE EDUCATION GRANT FUNDS FROM THE CALIFORNIA OFFICE OF TRAFFIC SAFETY (OTS) IN THE AMOUNT OF $65,000;” AND AUTHORIZE THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH SAN DIEGO STATE UNIVERSITY AND NATIONAL CITY FOR ASSISTANCE WITH RIDE TO LIVE EVENTS, REIMBURSABLE THROUGH OTS GRANT FUNDING
Recommendation: Adopt “A Resolution of the City Council of the City of Coronado, California, Authorizing the Receipt and Appropriation of the Fiscal Year 2022-23 Ride to Live Motorcycle Education Grant Funds from the California Office of Traffic Safety (OTS) in the amount of $65,000;” and authorize the City Manager to enter into an agreement with San Diego State University (SDSU) and National City for assistance with Ride to Live events,  reimbursable through OTS grant funding.
g.
ADOPTION OF “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CORONADO, CALIFORNIA, AUTHORIZING THE CITY MANAGER TO EXECUTE A SUCCESSOR MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF CORONADO AND THE CORONADO POLICE OFFICERS’ ASSOCIATION FOR FISCAL YEARS 2022-23 THROUGH 2024-25 AND APPROVING CORRESPONDING CHANGES TO THE PERSONNEL AUTHORIZATION AND COMPENSATION PLAN”
Recommendation: Adopt “A Resolution of the City Council of the City of Coronado, California, Authorizing the City Manager to Execute a Successor Memorandum of Understanding Between the City of Coronado and the Coronado Police Officers’ Association for Fiscal Years 2022-23 through 2024-25 and Approving Corresponding Changes to the Personnel Authorization and Compensation Plan.”

PUBLIC HEARING: REQUEST FOR A TWO-LOT TENTATIVE PARCEL MAP AT 910 ALAMEDA BOULEVARD
Recommendation: Adopt “A Resolution of the City Council of the City of Coronado, California, Approving a Two-Lot Residential Tentative Parcel Map for the Property Addressed as 910 Alameda Boulevard, Coronado, California.”
b.
PUBLIC HEARING: CONSIDERATION OF APPLICATIONS FOR HISTORIC RESOURCE PRESERVATION (MILLS ACT) AGREEMENTS FOR TEN (10) PREVIOUSLY DESIGNATED HISTORIC PROPERTIES
Recommendation: Approve Mills Act Agreements for 1156 Isabella Avenue, 749 C Avenue, 520 J Avenue, 563 Alameda Boulevard, 575 A Avenue, 620 1st Street, 855 Alameda Boulevard, and 500 J Avenue, with List of Improvements and Exclusions as recommended in Attachment 1; and deny Mills Act Agreements for 763 C Avenue and 654 J Avenue.

CONSIDERATION OF APPOINTMENT OF ONE NEW MEMBER TO SERVE THE REMAINDER OF A TERM ON THE CULTURAL ARTS COMMISSION
Recommendation: Consider for appointment Roberta Korte to serve the remainder of a term to expire December 31, 2025 on the Cultural Arts Commission.
c.
DEVELOPMENT IMPACT FEE PRESENTATION
Recommendation: Receive the presentation and provide direction on the scope of the Development Impact Fee Nexus Study.
d.
CAYS PARK MASTER PLAN CONSULTANT SERVICES REQUEST FOR PROPOSAL AND CONSIDERATION OF PROGRAMMATIC ALTERNATIVES FOR CAYS PARK USE
Recommendation: Authorization to release the Request for Proposal (RFP) for Coronado Cays Park Master Plan Consultant Services.

Discuss and provide direction on possible programmatic alternatives that could be instituted in the short to mid-term to achieve the City Council-directed Master Plan options of: 1) maintaining 100% of the current active space; 2) maintaining 75% of current active space and 25% more passive space; and 3) maintaining 50% of current active space and 50% more passive space.
