CALIFORNIA ENVIRONMENTAL QUALITY ACT 

The California Environmental Quality Act (“CEQA”) is the state law that requires the City to evaluate and document the potential environmental consequences of discretionary decision.  (See, California Public Resources Code Sections 21000-21189.3; and the “CEQA Guidelines” at California Code of Regulations Title 14, Division 6, Chapter 3, Sections 15000-15387).  For each item that requires a CEQA determination by the City Council, there is a reference to that determination on this agenda, and more information regarding the CEQA analysis is included in the documents that accompany this agenda.  To the extent that City staff determines that particular items are not subject to CEQA, there will be no indication of a CEQA action on this agenda.

All items listed under this section are considered to be routine and will be acted upon with one motion.  There will be no separate discussion of these items unless a member of the City Council or the public so requests, in which event, the item will be considered separately in its normal sequence.
a.
APPROVAL OF READING BY TITLE AND WAIVER OF READING IN FULL OF ORDINANCES ON THIS AGENDA
Recommendation: Approve the reading by title and waive the reading in full of all Ordinances on the agenda.
b.
REVIEW AND APPROVE THAT THE WARRANTS, AS CERTIFIED BY THE CITY/AGENCY TREASURER, ARE ALL CORRECT, JUST, AND CONFORM TO THE APPROVED BUDGET FOR FISCAL YEAR 2022-23
Recommendation: Approve the Warrants as certified by the City/Agency Treasurer.
c.
AUTHORIZE AN AMENDED TASK ORDER IN THE AMOUNT OF $99,560 WITH MICHAEL BAKER INTERNATIONAL, INC. FOR DESIGN OF THE AQUATICS CENTER DECK AND POOL RENOVATION PROJECT
Recommendation: Authorize the City Manager to execute an amended task order in the amount of $99,560 with Michael Baker International, Inc. for the design of the Aquatics Center Deck and Pool Renovation Project.
d.
REQUEST FOR APPROPRIATION OF FUNDS AND AWARD A TASK ORDER IN THE AMOUNT OF $156,550 FOR ENGINEERING SERVICES TO MICHAEL BAKER INTERNATIONAL, INC. FOR THE ADELLA AND YNEZ UNDERGROUNDING PROJECT
Recommendation: Transfer $150,000 from the CDA Loan Fund and appropriate to the Capital Improvement Fund for Adella and Ynez Undergrounding project for the preparation of additional plans and documents, and related requirements necessary to bid the project for construction. Award a Task Order in the amount of $156,550 to Michael Baker International, Inc. for the preparation of plans, specifications, and associated tasks. Authorize the City Manager to execute: Change Orders, Amendments, or Extensions as needed to bid the undergrounding project up to the project-appropriated remaining balance of $42,014.
e.
AUTHORIZE THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT WITH NEXT PRACTICE PARTNERS, LLC. IN THE AMOUNT OF $80,000 TO COMPLETE A COMPREHENSIVE FEE STUDY AND DEVELOP A COST RECOVERY MODEL AND POLICY PLAN FOR RECREATION AND GOLF SERVICES
Recommendation: Authorize the City Manager to execute a professional services agreement, in a form approved by the City Attorney, with Next Practice Partners, LLC, to complete a comprehensive fee study and develop a cost recovery model and policy plan for Recreation and Golf Services.
f.
REQUEST FOR APPROPRIATION OF FUNDS AND AUTHORIZATION FOR THE CITY MANAGER TO PURCHASE VEHICLES AND EQUIPMENT AS APPROVED IN THE FISCAL YEAR 2021-22 AND FISCAL YEAR 2022-23 BUDGETS
Recommendation: Appropriate and transfer $78,000 from the General Fund to the Vehicle and Equipment Replacement Fund to account for increased costs, and authorize the City Manager to purchase vehicles and equipment (including outfitting and installation) as approved in Fiscal Year 2021-22 and Fiscal Year 2022-23 budgets.
g.
AUTHORIZE THE CITY MANAGER TO EXECUTE A FIVE YEAR LEASE AGREEMENT BETWEEN THE UNITED STATES NAVY AND THE CITY OF CORONADO FOR THE USE OF DOG BEACH
Recommendation: Authorize the City Manager to execute a lease agreement between the United States Navy and the City of Coronado for the use of Dog Beach and find that the project is exempt from environmental review pursuant to CEQA sections 15304, Minor Alterations to Land.

a.
PUBLIC HEARING: ADOPTION OF “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CORONADO, CALIFORNIA, ADOPTING A REVISED SCHEDULE FOR A REGIONAL TRANSPORTATION CONGESTION IMPROVEMENT PROGRAM FEE TO MITIGATE THE IMPACTS OF DEVELOPMENT OF RESIDENTIAL UNITS ON THE SAN DIEGO REGIONAL TRANSPORTATION ARTERIAL SYSTEM FOR FISCAL YEAR 2023-24, INCREASING THE EXISTING UNIFORM TRANSPORTATION MITIGATION FEE BY A MINIMUM OF TWO PERCENT, FROM $ $2,668.21 TO A MINIMUM OF $2,741.97 FOR EACH NEWLY CONSTRUCTED RESIDENTIAL UNIT
Recommendation: Conduct a public hearing and adopt “A Resolution of the City Council of the City of Coronado, California, adopting a revised schedule for a Regional Transportation Congestion Improvement Program Fee to mitigate the Impacts of development of residential units on the San Diego Regional Transportation Arterial System for FY 2023-24, increasing the existing uniform transportation mitigation fee by two percent, from $2,688.21 to $2,741.97 for each newly constructed residential unit.”

b.
CONSIDERATION OF APPOINTMENT OF ONE NEW MEMBER TO SERVE THE REMAINDER OF A TERM TO EXPIRE DECEMBER 31, 2023 AND ONE NEW MEMBER TO SERVE THE REMAINDER OF A TERM TO EXPIRE ON DECEMBER 31, 2024 ON THE MOBILITY COMMISSION
Recommendation: Consider for appointment two new members from the submitted applications to serve the remainder of a term to expire December 31, 2023 and the remainder of the term to expire December 31, 2024 on the Mobility Commission.
c.
APPROVAL OF A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CORONADO AUTHORIZING THE RECEIPT AND APPROPRIATION OF 2022 BOARD OF STATE AND COMMUNITY CORRECTONS (BSCC) FUNDS IN THE AMOUNT OF $30,891.64 FOR OFFICER WELLNESS AND MENTAL HEALTH GRANT
Recommendation: Approve “A Resolution of the City Council of the City of Coronado Authorizing the Receipt and Appropriation of 2022 Board of State and Community Corrections (BSCC) Funds in the Amount of $30,891.64 for Officer Wellness and Mental Health Grant.”
d.
FISCAL YEAR 2023-24 BUDGET CALENDAR, BUDGET PRINCIPLES AND STRATEGIES, AND MULTI-YEAR FINANCIAL FORECAST THROUGH FISCAL YEAR 2027-28 FOR THE GENERAL FUND
Recommendation: Receive Fiscal Year (FY) 2023-24 Budget Calendar, Budget Principles and Strategies, and Multi-Year Financial Forecast through Fiscal Year 2027-28 for the General Fund, and provide direction as needed.
e.
ESTABLISH AN AD HOC CITY COUNCIL SUBCOMMITTEE ON CROSS BORDER WATER POLLUTION
Recommendation: Establish an ad hoc City Council Subcommittee on Cross Border Water Pollution for a duration of one year and appoint two members from the Coronado City Council.
