CALIFORNIA ENVIRONMENTAL QUALITY ACT 

The California Environmental Quality Act (“CEQA”) is the state law that requires the City to evaluate and document the potential environmental consequences of discretionary decision.  (See, California Public Resources Code Sections 21000-21189.3; and the “CEQA Guidelines” at California Code of Regulations Title 14, Division 6, Chapter 3, Sections 15000-15387).  For each item that requires a CEQA determination by the City Council, there is a reference to that determination on this agenda, and more information regarding the CEQA analysis is included in the documents that accompany this agenda.  To the extent that City staff determines that particular items are not subject to CEQA, there will be no indication of a CEQA action on this agenda.

All items listed under this section are considered to be routine and will be acted upon with one motion.  There will be no separate discussion of these items unless a member of the City Council or the public so requests, in which event, the item will be considered separately in its normal sequence.
a.
APPROVAL OF READING BY TITLE AND WAIVER OF READING IN FULL OF ORDINANCES ON THIS AGENDA
Recommendation: Approve the reading by title and waive the reading in full of all ordinances on the agenda.
b.
REVIEW AND APPROVE THAT THE WARRANTS, AS CERTIFIED BY THE CITY/AGENCY TREASURER, ARE ALL CORRECT, JUST, AND CONFORM TO THE APPROVED BUDGET FOR FISCAL YEAR 2023-24
Recommendation: Approve the warrants as certified by the City/Agency Treasurer.
c.
APPROVAL OF THE 2024 CITY COUNCIL MEETING SCHEDULE
Recommendation: Request the City Council approve scheduling the Regular City Council Meetings for calendar year 2024.
d.
APPROVAL OF HOLIDAY TIME OFF FOR EMPLOYEES DURING DECEMBER 2023 CONSISTENT WITH PRIOR YEARS
Recommendation: Authorize an additional nine hours of leave to City employees in conjunction with the Christmas or New Year’s holiday as in past years.
e.
REPORT ON THE 2023 FREE SUMMER SHUTTLE PROGRAM
Recommendation: Receive report.

Each person wishing to speak before the City Council on matters not listed on this agenda shall approach the City Council, give their name, and limit comments to three (3) minutes. Members of the public may also submit written comments on the City’s website, via email or request to provide live public comment via Zoom during the meeting. COUNCIL REPORTS ON INTER-AGENCY COMMITTEE AND BOARD ASSIGNMENTS. (Questions allowed to clarify but no responses, discussion or action.)
Recommendation: None.
b.
REVIEW OF THE DRAFT HISTORIC CONTEXT STATEMENT AND CITYWIDE SURVEY AND DIRECTION ON NEXT STEPS
Recommendation: Review the draft Historic Context Statement and Citywide Survey and input received from the June-October 2023 community outreach period, receive public comment and provide direction to staff on proceeding with the project, which may include accepting the Historic Context Statement and Citywide Survey and initiating appropriate environmental review; modifying the Historic Significance Review age threshold and the Tiers; and/or pursuing additional public outreach and exploring other policy concepts for future City Council discussion.
c.
RESOLUTION DECLARING A LOCAL EMERGENCY DUE TO THE DISCOVERY OF AN INVASIVE ALGAE CAULERPA PROLIFERA IN THE CORONADO CAYS
Recommendation: Adopt the Resolution declaring a local emergency due to the discovery of Caulerpa prolifera.
