CALIFORNIA ENVIRONMENTAL QUALITY ACT 

The California Environmental Quality Act (“CEQA”) is the state law that requires the City to evaluate and document the potential environmental consequences of discretionary decision.  (See, California Public Resources Code Sections 21000-21189.3; and the “CEQA Guidelines” at California Code of Regulations Title 14, Division 6, Chapter 3, Sections 15000-15387).  For each item that requires a CEQA determination by the City Council, there is a reference to that determination on this agenda, and more information regarding the CEQA analysis is included in the documents that accompany this agenda.  To the extent that City staff determines that particular items are not subject to CEQA, there will be no indication of a CEQA action on this agenda.

APPROVAL OF READING BY TITLE AND WAIVER OF READING IN FULL OF ORDINANCES ON THIS AGENDA
Recommendation: Approve the reading by title and waive the reading in full of all Ordinances on the agenda.
b.
REVIEW AND APPROVE THAT THE WARRANTS, AS CERTIFIED BY THE CITY/AGENCY TREASURER, ARE ALL CORRECT, JUST, AND CONFORM TO THE APPROVED BUDGET FOR FISCAL YEAR 2021-22
Recommendation: Approve the Warrants as certified by the City/Agency Treasurer.

ADOPTION OF “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CORONADO, CALIFORNIA, APPOINTING THE DIRECTOR OF ADMINISTRATIVE SERVICES AS CITY TREASURER”
Recommendation: Adopt “A Resolution of the City Council of the City of Coronado, California, Authorizing John J. Kim, Director of Administrative Services, to Sign Agreements for Bank and Investment Accounts as the City Treasurer.”

ADOPTION OF TWO RESOLUTIONS OF THE CITY COUNCIL OF THE CITY OF CORONADO AND THE CITY OF CORONADO, ACTING AS THE SUCCESSOR AGENCY TO THE COMMUNITY DEVELOPMENT AGENCY, RE-AUTHORIZING THE INVESTMENT OF CITY OF CORONADO MONIES IN THE LOCAL AGENCY INVESTMENT FUND (LAIF) AND UPDATING THE AUTHORIZED SIGNERS
Recommendation: Adopt Two Resolutions of the City Council of the City of Coronado and the City of Coronado, acting as the Successor Agency to the Community Development Agency, Re-Authorizing the Investment of Monies in the Local Agency Investment Fund and Updating the Authorized Signers.

ADOPTION OF "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CORONADO, CALIFORNIA, TO PROHIBIT RIGHT TURNS ONTO THE BLOCK 153 ALLEY (BETWEEN ORANGE AND D AVENUES FROM SECOND TO THIRD STREETS) FROM EASTBOUND SECOND STREET BETWEEN THE HOURS OF 2:00-6:00 P.M."
Recommendation: Adopt “A Resolution of the City Council of the City of Coronado, California, to prohibit right turns onto the Block 153 alley (between Orange and D Avenues from Second to Third Streets) from eastbound Second Street between the hours of 2:00-6:00 p.m.”

AUTHORIZATION FOR THE CITY MANAGER TO RENEW THE TIDELANDS USE AND OCCUPANCY PERMIT FOR THE SKATE PARK AND ASSOCIATED PREMISES IN TIDELANDS PARK
Recommendation: Authorize the City Manager to renew the Tidelands Use and Occupancy Permit (TUOP) for Tidelands Park with the Unified Port of San Diego.

Recommendation: Consider for appointment Dawn Richards to serve the remainder of a term to expire December 31, 2023 on the Cultural Arts Commission.
c.
CONSIDERATION OF APPOINTMENT OF ONE NEW MEMBER TO SERVE THE REMAINDER OF A TERM ON THE LIBRARY BOARD OF TRUSTEES
Recommendation: Consider for appointment one new member from the submitted applications to serve the remainder of a term to expire August 31, 2024 on the Library Board of Trustees.
d.
PRESENTATION BY ANDRE MONETTE, BEST BEST & KRIEGER, REGARDING FEDERAL LOBBYING, INCLUDING EFFORTS TO ADDRESS TIJUANA RIVER ENVIRONMENTAL ISSUES
Recommendation: Receive report. 
e.
SAN DIEGO - CORONADO BAY BRIDGE SUICIDE DETERRENT PROJECT MITIGATED NEGATIVE DECLARATION REVIEW
Recommendation: Accept report and provide direction.
f.
APPROVE REVISIONS TO CITY COUNCIL POLICY NO. 28 COMMUNITY GRANTS AND FISCAL YEAR 2022-23 COMMUNITY GRANT PROGRAM DOCUMENTS
Recommendation: Approve revisions to City Council Policy No. 28 – Community Grants (Attachment 1), amending the community grant program process, approve the final program documents for the Fiscal Year 2022-23 Community Grant Program (Attachment 2), and authorize the release of the Fiscal Year 2022-23 Community Grant Program applications.
