CALIFORNIA ENVIRONMENTAL QUALITY ACT
The California Environmental Quality Act (“CEQA”) is the state law that requires the City to evaluate and document the potential environmental consequences of discretionary decision. (See, California Public Resources Code Sections 21000-21189.3; and the “CEQA Guidelines” at California Code of Regulations Title 14, Division 6, Chapter 3, Sections 15000-15387). For each item that requires a CEQA determination by the City Council, there is a reference to that determination on this agenda, and more information regarding the CEQA analysis is included in the documents that accompany this agenda. To the extent that City staff determines that particular items are not subject to CEQA, there will be no indication of a CEQA action on this agenda.
All items listed under this section are considered to be routine and will be acted upon with one motion. There will be no separate discussion of these items unless a member of the City Council or the public so requests, in which event, the item will be considered separately in its normal sequence.

APPROVAL OF READING BY TITLE AND WAIVER OF READING IN FULL OF ORDINANCES ON THIS AGENDA Recommendation: Approve the reading by title and waive the reading in full of all Ordinances on the agenda.

REVIEW AND APPROVE THAT THE WARRANTS, AS CERTIFIED BY THE CITY/AGENCY TREASURER, ARE ALL CORRECT, JUST, AND CONFORM TO THE APPROVED BUDGET FOR FISCAL YEAR 2023-24 Recommendation: Approve the Warrants as certified by the City/Agency Treasurer.
RESOLUTION TO EXTEND A LOCAL EMERGENCY DECLARATION DUE TO THE DISCOVERY OF CAULERPA PROLIFERA IN THE CORONADO CAYS Recommendation: Adopt the Resolution to extend a local emergency declaration due to the discovery of Caulerpa prolifera.
FILING OF THE TREASURER’S REPORTS ON INVESTMENTS FOR THE CITY AND THE SUCCESSOR AGENCY TO THE COMMUNITY DEVELOPMENT AGENCY FOR THE CITY OF CORONADO FOR THE QUARTER ENDING DECEMBER 31, 2023 Recommendation: Examine the quarterly Reports on Investments and order them filed.
ADOPTION OF “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CORONADO, CALIFORNIA, AMENDING ITS FISCAL YEAR 2023-24 PERSONNEL AUTHORIZATION AND COMPENSATION PLAN TO INCORPORATE COMPENSATION AND BENEFIT CHANGES” Recommendation: Adopt “A Resolution of the City Council of the City of Coronado, California, Amending its Fiscal Year 2023-24 Personnel Authorization and Compensation Plan to incorporate Compensation and Benefit Changes.”
SECOND READING AND ADOPTION OF TWO ORDINANCES AMENDING PORTIONS OF THE CORONADO MUNICIPAL CODE, INCLUDING THE ORANGE AVENUE CORRIDOR SPECIFIC PLAN AND THE CITY’S LOCAL COASTAL PROGRAM RELATED TO THE SIXTH CYCLE HOUSING ELEMENT UPDATE Recommendation: Conduct the second reading and adopt Ordinance No. 2024-02 “An Ordinance of the City Council of the City of Coronado Amending Portions of the Coronado Municipal Code and the City’s Local Coastal Program Related to the Sixth Cycle Housing Element Update” and Ordinance No. 2024-03 “An Ordinance of the City Council of the City of Coronado Amending Portions of the Coronado Municipal Code and the City’s Local Coastal Program Related to the Sixth Cycle Housing Element Update”
AUTHORIZE THE CITY MANAGER TO EXECUTE A CONTRACT EXTENSION WITH ST. VINCENT DE PAUL VILLAGE, INC. FOR ACCESS TO TWO SHELTER BEDS IN THE AMOUNT OF $104,710 Recommendation: Authorize the City Manager to execute an extension with St. Vincent de Paul, Inc. for shelter bed space in the amount of $99,710 for one year and an additional $5,000 available for additional capacity beds on an as-needed basis, resulting in a total amount of $104,710.

ADOPTION OF “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CORONADO, CALIFORNIA, ADOPTING A REVISED SCHEDULE FOR A REGIONAL TRANSPORTATION CONGESTION IMPROVEMENT PROGRAM FEE TO MITIGATE THE IMPACTS OF DEVELOPMENT OF RESIDENTIAL UNITS ON THE SAN DIEGO REGIONAL TRANSPORTATION ARTERIAL SYSTEM FOR FISCAL YEAR 2024-25, INCREASING THE EXISTING UNIFORM TRANSPORTATION MITIGATION FEE BY 4.9%, FROM $ 2,741.97 TO A MINIMUM OF $2,875.06 FOR EACH NEWLY CONSTRUCTED RESIDENTIAL UNIT” Recommendation: Conduct a public hearing and adopt “A Resolution of the City Council of the City of Coronado, California, adopting a revised schedule for a Regional Transportation Congestion Improvement Program Fee to mitigate the impacts of development of residential units on the San Diego Regional Transportation Arterial System for Fiscal Year (FY) 2024-25, increasing the existing uniform transportation mitigation fee by 4.9%, from $2,741.97 to $2,875.06 for each newly constructed residential unit.”
PUBLIC HEARING: ASSESSEE PROTEST HEARING AND ADOPTION OF “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CORONADO, CALIFORNIA, REAUTHORIZING THE LEVYING OF ASSESSMENTS DURING FISCAL YEAR 2024-25 ON FOUR HOTEL BUSINESSES (HOTEL DEL CORONADO, GLORIETTA BAY INN, CORONADO ISLAND MARRIOTT RESORT & SPA, AND LOEWS CORONADO BAY RESORT) WITHIN CORONADO TOURISM IMPROVEMENT DISTRICT (CTID) I AND II” Recommendation: Conduct a public hearing to receive testimony regarding the City Council's reauthorization of Coronado Tourism Improvement District I and II and rule upon any oral or written protests received from the assessed hotel businesses. If no legally sufficient protest showing is made, adopt “A Resolution of the City Council of the City of Coronado, California, Reauthorizing the Levying of Assessments during Fiscal Year 2024-25 on Certain Hotel Businesses within Coronado Tourism Improvement District (CTID) I and II.”
COUNCIL REPORTS ON INTER-AGENCY COMMITTEE AND BOARD ASSIGNMENTS. (Questions allowed to clarify but no responses, discussion or action. Councilmembers are asked to limit their oral reports to three (3) minutes.) Recommendation: None.
TRAFFIC CALMING MASTER PLAN PRESENTATION BY THE MOBILITY COMMISSION WORKING GROUP Recommendation: Receive presentation and provide direction to the Mobility Commission and Staff regarding adoption or implementation of proposed traffic calming plan and neighborhood street policies.
INTRODUCTION AND FIRST READING OF “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CORONADO, CALIFORNIA, AMENDING SECTION 48.04.120 OF THE CORONADO MUNICIPAL CODE TO LIMIT BEACH FIRES TO THE CITY-PROVIDED FIRE RINGS ON NORTH BEACH” Recommendation: Conduct the first reading of the proposed Ordinance to amend Coronado Municipal Code section 48.04.120 regarding fires on public beaches.
Consideration of a Policy #2 Request from Councilmember Duncan for Review and Analysis of City Policies and Ordinances Regarding the Use of Single Use Plastic Products by and in the City
